Short answer: thread seal tape is a thin film of PTFE (polytetrafluoroethylene) wrapped around pipe threads before assembly. It fills the tiny gaps between male and female threads so the joint does not leak, and it lubricates the threads so they tighten more evenly. It is also called Teflon tape, PTFE tape, plumbers tape, thread sealing tape and thread sealant tape. They are all the same product family.
A threaded joint is never perfectly smooth. Between the crests and roots of the threads there is a spiral gap that fluid can follow. The tape is squeezed into that gap as the joint is tightened. PTFE is soft and deforms easily, so it fills the gap. It is also very slippery, so the fitting can be tightened further without galling.
On tapered threads (such as NPT and BSPT) the threads wedge together, and the tape helps seal the remaining gap. On parallel threads (such as BSPP) the thread itself does not seal. The seal comes from a washer, O-ring or bonded seal, so tape is not the sealing element there.

Colours are a convention, not a universal standard. They vary by manufacturer, so always read the label for the intended use.

For gas or oxygen, use only tape that is explicitly rated for that service.
PTFE is chemically inert to most fluids and handles a wide temperature range, but the rating of the tape itself can be lower than that of solid PTFE. Check the datasheet for the working temperature and pressure of the tape you buy. For more on the material itself, see What Is PTFE?.
